    Resumen: There is increasing evidence that the phase of ongoing cortical oscillations is a potent modulator of perception and attention. For example, visual stimuli that occur within preferred phase of delta, theta, and alpha rhythms (recorded either at the scalp or intracranially) are processed more rapidly, enjoy an increased chance of being detected, and elicit enhanced evoked neuronal responses. That ongoing oscillatory activity acts as a rhythmic ‘bottleneck’ for perception and attention has the potential to explain a range of psychological refractory phenomena such as the attentional blink and inhibition of return. In my talk, I will summarise some of this work, before describing two EEG studies from my lab supporting the idea that during decisions, the weight given to a sample of evidence depends on where it falls in the ongoing delta (2 Hz) cycle over the parietal cortex. Information that falls in the preferred delta phase passes the bottleneck and is subsequently encoded in an additive fashion in lateralized beta-band EEG activity over motor cortex. When attention is divided, information in the irrelevant stream fails to reach this accumulator phase and instead leaks away, as proposed by ‘late selection’ models of attention. These two studies suggest that ongoing cortical excitability at 2Hz acts as an attentional bottleneck, determining on which information our decisions are based.
